Worst-realised NPC in Skyrim?

Mine has to be Katria, added in Dawnguard.

She is awfully written, and comes off as a childish gimmick. Like something out of Twilight, or at worst, Dora the Explorer ("there's hot steam, we better turn it off *cough cough*"). I think the worst thing though is that, for a supposed ghost, she is awfully corporeal. I'd have thought they could have made her more eerie and, uh, dead? Distant, sort of. Like the Forlorn Watchman in Oblivion. Instead she's basically an over-enthusiastic hand-holding adventure buddy. She glows and can vanish, but that's about it.

Which NPCs in game really irk you in their implementation?

Ancano. They could have made him a bit less obvious, I think.

Haha.. yeah he was so obvious I even didnt think he was the villain.
