its not meant for tarot reading. its to play nancy which is a card game that people in the world of dishonored play (and you can hear people in the game talk about) it requires the custom deck that they gave.

that's pretty sloppy if true. you'd think it would be easy to get the numbers right. i would be dissapointed too.

the problem is not that they got the wrong amount, but that it isn't really a tarot card deck. It uses some tarot cards but its not meant to be used like one. its meant to play a unique card game requiring a very non standard deck

They did include the rules. And a developer already talked about this briefly, but you'd have to go way back to when the preorder bonuses were first being discussed.
