Because Sony/Microsoft takes the time to actually test the patch, verifying that it does what it says it'll do, and that it's not going to break people's systems or anything totally crazy. And they just take their time in general. I bet the 360 patch will hit the market sooner.
The better question is...if it is already submitted...why not tell us what is specifically in it? even if it is awaiting approval...let us know the concerns you are addressing. It does not say anything about fixing a specific issue.

Bethesdas silence and outright refusal to open dialogue with ps3 users leads me to believe that this patch will not fix the lag and frame rate for ps3 users.

The reason they don't give a list of what the patch is addressing is because it hasn't been certified yet. If they list the changes in the patch and then Sony rejects it then people would be all kinds of pissed. That'd be like announcing a game's rating before ever actually getting one from the ESRB. Patience people.

Bet lost. Sony is always faster approving patches. They svck at everything else (like demanding parity for their platform).

The point isn't that they haven't listed what the patch addresses. The point is that they have not even acknowledged the frame rate problem to begin with, unlike the 360 texture problems and PC performance issues which they have outright mentioned.
