While I think that any kind of keypress event should allow you to skip the videos (a feature that is unfortunately becoming less common these days), you are able to disable the intro videos.

In your Steam library, right-click on the "RAGE" entry and select "Properties". Under the "General" tab, select "Set Launch Options".

It will give you an empty text area that is used as launch options for the game. You can use this to set any "CVars" ("console variables") that you want. To disable the intro video, you would add the following:

+set com_skipIntroVideo 1
