No, you don't get stopped from being a jarl because you didn't kill a dragon that the steward told you to kill. The bounties are radiant quests that continue for a long time after you become Thane. The jarl gives you his own distinct quests.

I really don't think it matters at all. Bounties are just random quests (as far as I know), so completing them or not isn't really that important.

Well...steward bounties are the only bounties in the game beside the ones put on the player. And I didn't think he was talking about a bounty he had. lol :tongue:
