Kill all necromancers, and Thalmor. Then reward yourself by killing the Thalmor in Markarth if they aren't essential.

so a quest that involves the Necromancers helping the Thalmor? that's a good quest idea

ha a good old raid quest i haven't seen those in a long time and if they attack a city slaughtering countless people that gives you another reason to attack the orc stronghold

Yes. Skooma will be 2/20 because there's 20 breeds of Khajiit and two moons.

Start of Quest:
Ri'saad's local Khajiit caravans need help getting across Skyrim, as a new gang of bandits are running a muck robbing from innocents wondering the roads! Oh my dearest me! It is up to you to guide and protect Ri'saad's caravan across the wretched land of Skyrim! You must meet them at Solitude, and go all the way to the great Rift and then meet up with an unknown merchant near the outskirts of Riften. Throughout your trip you are randomly attacked by this new gang of bandits! But throughout your trip, you also discover clue after clue from the corpses of dead bandits, giving evidence that they have deep connections with a powerful Dunmer merchant.

climix of Quest:
Congratulations, traveler! You've made it across Skyrim and protected the Khajiit caravan as promised! You've made it to the merchant camp safe and sound, but an unexpected turn takes place. The unknown merchant you were suppose to meet is actually the powerful Dunmer merchant who hired the new gang of bandits to kill you! Oh my dearest me, it's an ambush! Quickly, dispose of him and his followers!

End of Quest:
That was close! It appears the Dunmer merchant was planning on taking down your merchant caravan all along, but Ri'saad's caravan was the only caravan that he couldn't take down, and knew that the Khajiit caravans would make it to Riften. So he established this meeting just in case the bandits couldn't do the job themselves. But, to your greatest demise, the meeting was a plot to kill you and the Khajiit Caravan! Luckily, you were there to stop the killing, and end the deal! What was that Dunmer after anyway? Why you ask Ri'saad and it appears that it was the sweetest moon sugar, and the finest skooma! In return, all of the Khajiit caravans will become a fence for you, and have 4000 gold invested to themselves so you can sell, sell, sell. It would have been 5000, but they decided to give the other 1000 gold, to you! As a reward. And you get some enchanted ring of haggling.

I like what I came up with.

A quest where you join the Thalmor and go with them to Talos shrines and arrest people. Giving you lest hatred filled lines when you speak to them also so uninchanted Thalmor robes and Elven armour.

A Dark Brotherhood quest where you disguise yourself as a beggar to kill someone.

A Forsworn quest where you can join them and fight away the military camps around the Reach, then move it to finally control Marcarth.

I think in such cases there's no arrests , they just kill them all.

Start Quest:
You see a crazed man walk in drunk, uneasy, and talking nonsense while the bartender asks him whats the matter he then pulls out a dagger and starts attacking him like a wild animal then the guards came in and kill him you see this key and note saying:
This must not fall into enemy hands i have seen the future through it i can see the Tower burning, the city riddle with blood, our order destroyed and scatter into the four winds, while they rule the world i can no longer save the Empire from destruction i wish Martin was here to help but i have to go north to bury some "things" in a tomb dedicated to me and my achievements as the Champion of Cyrodiil i wanted you to come with me so that one day "he" will come and he will need your help i don't know who he is all i know is that he has dragons blood through his veins he will help. then you get the map marker location to this tomb which is guarded by the Thalmor who heard the about the attacks

climix of Quest: you made it to the inner sanctum of the tomb only to see a coffin and a lot of old VERY old stuff scatter around you do see a coffin and with it this amulet and this note which reads: when you come i want you to see and learn. you put on the necklace which sends you backwards in time and you see the champions finale moments of his life while he tries to protect the only thing that the Thalmor would want to see burn because it will give the empire hope....the imperial dragon armor and at the end his duties fulfilled he dies knowing it will be safe from them and he has join Martin then the Thalmor commander and his troops of the expedition appears demanding that you hand over the armor you said "no" and a huge fight ensures as more and more Thalmor join the fray you seem outnumber and out of hope for survival

End of Quest: The Champion of Cyrodiil appears and like Martin is blessed with power from the gods as he kills the Thalmor commander and tells the other remaining Thalmor "I'm the Dragons Champion fear me and despair" and they all scattered like ants then the champion gives you a blessing and the armor and tells you: "One day they will come and one day the Empire will need a hero farewell....Dragonborn"
