I was going through a crypt looking for a dragon priest mask, and I had flame cloak going. I walked through some of that oily looking stuff, but it didn't ignite. I even re-cast flame cloak while standing in the middle of the oil, still no ignition. You'd think that being surrounded by swirling flames would make the stuff go up.
