Zone cap of 220 players, is that enough?

This article from a hands on user seems to have some information that is a bit disturbing like the proposed Zone cap of 220 players. I can remember how the game seemed empty in SWTOR because the server instanced everyone into small groups, granted they were much smaller then 220 players but I still don't think 220 is enough to make it interesting and fun.

Yes, that may be two much lol.... 220 is insane. You think it's two little until you realize how fast 200+ people can kill you :)

The thing is though if the entire map of Cyrodiil is an instance and they only allow 220 players to play in each instance of it, you could go for a long time without ever seeing another player. Remember how big it was in Oblivion?
