I started "No stone unturned" before patch 1.4 came up and the Embassy stone was one of my early ones. I have now collected 23 of the stones, but the 24th is missing. I have revisited all the stone sites in case I missed out on collecting one and I know that the Thalmor Embassy one has probably been removed from my inventory. It is supposed to have appeared in Reeking cave after the patch was applied, but when I visited the site there is no stone.

Has anybody else had this happen and is there any way round it? Could it have reappeared in the embassy rather than the cave?

Hi, there are a few known problems with this quest, there is a workaround using the console commands (if you're on PC)

The stone in the arch mage quarters is accessible only via the college guild quest. Kind of dumb because a pure sneaky character wouldn't be interested in going through the college guild quest line.

Just like some quests must be done in order to learn some words of power or master level spells.

Might you have missed one in a certain cave? You can go through there and completely miss the side passage that takes you to a room with a necromancer, alchemy table and the stone:
