I'm biased, because far and away my favorite build in hardcoe (my preferred game mode) is the stealth sniper...and having .308 JSP's almost eliminates the need to carry .308 AP ammo, therefore cutting down on weight.
Honestly, though, by the time a player gets Hand Loader and a gun capable of using .308's (generally speaking either a Hunting Rifle or the Sniper Rifle in Camp McCarran), they should have enough Repair skill and materials to keep the weapon in question in good health via WMK's, and .308 JSP's are still far and away the best "generic" ammo available (given that both JHP and AP rounds are somewhat specialist, there aren't too many other choices)...so yes, I'd say it's worth the extra wear and tear. The only possible exception that I can think of is if using the Automatic Rifle, which when combined with the extra wear from JSP's would degrade the weapon at a frankly ridiculous rate.
