More often than not when I use third person the view is zoomed in very tight on my character and off center. Is there some way to have the view zoomed out like it is when I draw a weapon?

Try holding in the Right Stick and move up/down to zoom in/out.

The camera does seem to randomly shift every once in a while, mostly travelling between locations.
