Why is it that every guard knows about the death of the Emperor (who, for some reason, they call the "Emperor of Skyrim") but Jarl Elisif, General Tullius, Legate Rikke, and Jarl Ulfric Stormcloak don't know? (Or anyone else for that matter?)

And why is Titus Mede II referred to as the "Emperor of Tamriel" when he only rules Cyrodiil and High Rock (unchallenged)?

1. All guards are really Brotherhood assassins.
