I'm looking into changing the parameters of the World Interaction Shout Quest (designated WICastMagic04) so that the courier can deliver a wider variety of letters rather than just the same letter with only a few words changed each time. I've managed to find the quest, the actor that delivers the letter, and the letter itself. Where do I go from here?
