Right now I am going for tag skills as Guns, Repair, and Survival (Since I am playing on hardcoe), while putting skills into Medicine and Engergy Weapons. I am going to a medic/survialist that can make his own food, use a rifle and with enough perception become good with energy weapons later in the game. Luck was always my dump stat in F3, but with New Vegas is Luck more relevant? Also, how practical is survival? I am still torn on that one.

Im doing something similiar but I think you should spread out your points more. Endurance is great but for a rifle user (such as me anyways) will not need much more then 5. Perception only increases your compass range and you only need 6 to get better criticals, so I would not put more than 6 inton PE. Putting INT to 8 will give you the lost boost from taking PE down to 6. I am going:

Tagging guns, sneak, and repair, and then focusing on survival lockpick/medicine and explosives.

What traits did you take?

I took the one that makes you shoot 20% faster (can't remember the name), but I was torn on the traits.
