I would imagine that Whiterun and Windhelm gets repaired but... they are not. It annoys me when I see a guard standing behind a pile of rubble like nothing ever happaned.

Is this normal? Or do I need to wait more...

Sounds pretty normal for Bethesda. :P There's an old Mages' Guild building in Bruma that's still on fire after all these years, you know. And don't forget the smoking piles of rubble that used to be Kvatch and Fort Frostmoth, and the ruined Plaza Brindisi Dorom in Mournhold. All those brooms in Tamriel and nobody's on clean up duty. Sheesh.

Ahem. Whether that's supposed to happen or get cleaned up eventually in this particular instance I don't know. Given the track record in previous TES games I doubt it, but someone who's actually been through those quests can probably confirm. ;)

:biggrin: .... Ahhh ... I miss Mournhold. And the Great Bazaar where I was a awful actor playing "The Horror of Castle Xyr" ... :biggrin:
