Alteration paralyze spell bug? : V

So my mage just hit 75 in alteration but Tolfdir does not have the spell book available for sale.

It this a bug or did they change something and anyone know a fix for it?

I'm not exactly sure but have you tried waiting a couple in game days to see if his merchandise restocks for him to have it?

Grubjak has it right. From the UESP wiki "Spells" page, under the Spell Tome Locations heading:

After reaching the required skill level, you must wait for the [vendor] mage's merchandise to be reset (typically two days in-game), or, on the PC, save, quit completely out of the game and reload, before the new tomes will appear.
