I've downloaded a ton of high res texture packs and ran Skyrim at max settings and had no problems but since upgrading to Cat. 12.1 I have horrible framerates.
Any ideas on what the cause may be?

The problem appears to have been solved by one of the oldest tricks known, a PC restart. That's correct.
