Since we can make ammo for weapons, does that apply to weapons like the plasma rifle or lazer rifle?

Also since we can find cases of used ammo, do we have to find ammo thats used to make our own ammo? For example if I find 9mm cases and I find semi-wad-cutters do I just combine them?

I know for sure you can make ammo for laser weaponry as well as firearms. One I remember is "Bulk charges" Easy to make, but they do less damage. Then there's one that does more damage, but degrades the weapon faster.
