Technically it has the Fortify Block enchant, so yes, it would work with weapons.

I don't know. The Block perks that say shield only work with shields. I hope you're right.

Well, perks are different from enchants but I see what you mean. It is a bit of a gray area, but the Fortify Block enchant benefits your Block skill, which can be increased by blocking with weapons so I figure that it makes sense that the enchant works with weapons, too. And even while some perks in the Block tree are only useful if you use sword and board, some of them can be implemented without a shield, like Power Bash.
