Anarchy Mod Idea

I'll try and keep this short. I have an idea that I would like to see implemented, but my modding skills are pretty limited, so if there are any experts out there that are looking for great ideas, here you go.

I want a mod that either greatly reduces or eliminates city guard/stormcloak/imperial legion respawn. I want to roleplay as a character that hates all form of government, and so he goes around stealthily destroying all authorities. I don't like the current game, because the effing guards just respawn when I leave the city. Maybe it could be made into a city by city quest, where you take out certain individuals, burn down barracks, assassinate the Jarl/housecarl.

I know this opens up Skyrim for the Thalmor, but I plan on killing all of them too.

What do you think?

It might be as simple as changing the respawn timers, would very slow respawns be enough?
I can see the appeal, particularly for thieves, and others who like to go unnoticed, but it could make things a bit easy. Perhaps the guards outside the Jarl's palace respawn more often?
Suggest more details, on how you'd do the quests, and what the end result might be, and you might get someone interested in making it. (I don't mind having a go at the respawn timer thing, but it would be as basic as my skills)

Thanks! I've been reading on here for about 3 years now, Joined back in 2009, just haven't ever posted anything.

I kind of got the inspiration from the destroy the dark brotherhood quest. It always bothers me that you spend so much time getting powerful, but can't really use it to affect the world. I mean sure, you can kill a lot of people, but what about destroying towns, forts, buildings... I want to see the effects, whether good or bad, of my power.

Maybe the quests could begin by killing a Guard in any hold and an investigation begins. Guards become more aggressive to everyone. I don't have many ideas about the quest thing, just trying to get someone else to fall in love with the general idea and run with it.

I did wonder about that... You've been here years, but silently.
There's a planned mod, the Dragonborn rebellion, which lets you become high king instead of either civil war faction, and I can see this kinda tying into that.

That would definitely be a start. I am disappointed that there isn't more you can do in terms of taking over. You literally get a pat on the back for single-handedly winning the civil war for either side....
