Any fix for quest i dont hurt anymore yet? : Fallout: New Vegas

I did the quest to kill cook-cook, who is the NPC that [censored] her. After completing kill cook-cook, I was able to talk to her

I did this early on (gotta love headshots). Then later I attempted to do "I don't hurt anymore". Won't let me talk to her. I'm not sure what's going on with that but perhaps it can be fixed? Otherwise no big deal it's not an achievment quest (no I'm not an achievment [censored])
I would like to complete it though.

Already did that. When I go to talk to betsy instead of bring up the dialogue menu she just spouts a line of dialogue like generic npc's...

I would like to complete it though.

the guy who sets the bounty says no head shots...that could affect that somehow

First and only time I did the quest, it went fine. I'm playing another character and if I reach that point, and it's bugged, I will make a mod to fix it. I'd make one right now but I can't see anything that should cause such a bug.

But to anyone having this problem, is your character female? If so, what is your charisma?

No my character is male charisma 6. This quest has to be broken I've tried everything.
