Also at that are there any faction merchants for CL at all other than the healing powder lady?

Is Old Lady Gibson hostile as Caesar's Legion? I always went there on my neutral character because she was like 2 feet from the fast travel location.

AFAIK, NPCs can't see through disguises. It pretty much just changes your alliances while wearing them.

Hell, I donned the ranger's gear after starting Still in the Dark and when I walked back into the bunker to talk to the Elder, they attacked me on sight.
