Anyone know how to create a .lip file

I am trying to make some new .fuz files while working on a mod for adoption. I want to make new dialogues, so I know ima need to make the fuz files for them. I already have xwmaencode to inject xwm sound files into a fuz and also works with injecting lip files. I want to know how you actually create that lip file. Is there any1 who knows more about this thatt can help, id appreciate it?

Make a quest and create responses that contain the text you want the character to say. At the bottom of that screen you can generate a LIP file from a wav or ltf file. As reference, see http://www.creationkit.com/Bethesda_Tutorial_Dialogue#Topics

Bottom of the dialogue text inspector, where you see the dialogue sound folder path.
