It looks abit like Boone's second armour set, that mus tbe unlocked, and i dont think can be worn by thecharacter, but i could be wrong.

its definitely an NCR 1st recon armour though, just look at the arm badge and the red collar.

It looks like the 1st Recon Assault Armor because of the long sleeves. The 1st Recon Survival Armor has short sleeves.
