Anyone who can repair my armor 100%? : Fallout: New Vegas

Well, trying for about an hour to kill the half dead ranger vet with a hammer, I finally got my Ranger Armor. Then...it's almost already broken. Obviously, I don't want my armor to break, and I REALLY don't want to have to kill another one of those Ranger vets, so is there any person I can talk to who can fully repair my armor? If so, where?

Oh, and I already know about the perk that lets you repair things with similar items, but I have 73 repair, not 90.

The brotherhood of steel safehouse has a guy that can repair anything to 100%(I think it's anything)

ncr outpost going to california, forget the name, the guy there repairs stuff to 100%, the lieutenant I believe.

Mojave Outpost, major xxxx, but he is EXPENSIVE!!!
