Anyway to get IsCloudyIsRaining into a Script?

I have a script based on Percentages-- it starts at 100, and then modifies it based on several factors. So it is a little like
Start -- 100
If Cloudy - ( Start - ( Cloudy Value *25 ) )
If Raiing - ( Start - ( Raininy Value * 25 )

And so on.

Obviously we can't use these in our Scripts, but is there a way to apply them someway else? I thought of using an Ability/Perk but it did not seem to work for me...

terrain?

What they mean is check what kind of terrain player is currently standing on. I've found no way for this yet. There's neither a way to check for the texture nor for the havokmaterial associated with it.
