In Tamriel, Apples do not grow on trees. Instead, chickens lay them. Did you not notice the lack of eggs?

Apple tree's are all further south, most of them in the southern area's of Cyrodiil. This is why half of Skyrim wants to stay in the Empire so they can keep getting apples.
