OKAY, so ive so far figured out that doig his personal quest will get me power armor training and the special Enclave remnant power armor. but how do i start it??? i saw a video that said the best way to do it is to take him to Ceasars main camp and he'll talk to you. but since im very buddy buddy with the NCR they'd kill me on site. what do i do? will it happen randomly, or is there some kind of way to trigger it?

As far as I know, you actually have to get a good way through the main quest before he opens up to you about his past. If you're with the NCR, I think he'll give you the quest once you begin the second mission for Colonel Moore.

Now, I may be wrong here, but I think you need to visit places which'll trigger certain dialogue from Arcade. Off the top of my head, some of these are: Crashed Vertibird, Van Graffs (Silver Rush), and REPCONN HQ.

It's also a good idea to try and gain Gannon's trust. Achieve this by doing work with the Followers of the Apocalypse.

Exactly, it will unlock towards the final quest. He'll randomly start a conversation with you and from there on you start the quest. And just a note to remember and trust me, remember this. Towards the end of the quest tell Arcade that he should stay in Freeside to help the injured. If you like sixy gifts then do it!
