Skyrim's level cap is a side effect of the leveling system, if they add new skills, the cap will increase too. Otherwise no, unless they allow existing skills to increase past 100.

Depends on if Bethesda is including a new skill to level up. If not, no, they aren't.

On that subject,

I wouldn't mind it if they added

Horseback Combat

Vampirism

and

Lycantrophy

as skills.

My question is they going to increase level scaling for enemies?

Crossbow skill?
That'd probably just fall under Archery, since crossbows are just another type of bow. Just like swords, maces, axes, etc. fall under One-Handed.

Crossbow skill?

Crossbows are still classed as Archery and alot of the perks under this skill would be used if you are using a bow or a crossbow, so I doubt it would justify a new skill and perk system for this, but hey ho I have been wrong before.

Vampirism should be a new skill tree since it is the focus of the dlc

I hope that Dawnguard is for high-level players personally. It just doesn't seem right to have Ice Giants, Gargoyles and Vampyr Lords be scaled, and thus killable by a level 2 character.

That'd probably just fall under Archery, since crossbows are just another type of bow. Just like swords, maces, axes, etc. fall under One-Handed.

Specifically, I think Crossbows are going to function like "Dagger Bows" in that they have special exceptions to their damage formula. They may have higher DPS, but they probably won't benefit from either/or the Overdraw Perk for bows, or Archery Damage enchantments, similar to how Daggers do not gain bonuses from One-handed gear.

To be fair crossbow use should be a skill in it's own, it's so different from archery. A sword and axe are similar in how they're used, therefore both can fall under one-handed. Using a crossbow is closer to using a gun than a bow.

Same applies as for Skyrim's level cap, and no new skills were added in it's DLCs nor expansion.
