I've already installed steam and made a account, but now it just keeps downloading the full game from steam, even though it's already on the install disk!

Use the "run" command and try this:

C:\Games\Steam\Steam.exe -install D:

Of course, use the path to Steam that you installed to and the drive letter of your DVD drive.
