Well I just healed Caesar and he tells me to go assassinate the NCR President. After dialogue it fails me and tells me to return to Caesar to answer for my failure.

I assume the guy I was to meet with was in disguise and that is unfortunate, because I had done a personal raid on the dam quite a while back in my play through, I assume I killed him. Please fix this, have him spawn for this mission, not be there the whole time.

Kind of crummy mission design on this one.
