I played a dual-wielding in-your-face warrior with light armor. Around lvl20, dragons were too tough for me. I did sneak a little, but hadn't leveled it very high or put perks in it. Still, the dragons were too tough.
Now I am lvl34, I just fought a few dragons, and they were no problem. I guess they were regular dragons. The changes I made:
1) I now often use a shield. Even if you don't block, it gives extra armor. Perk-builds for 2x1h and 1d+shield are very similar. And block can be leveled up easily. Just find a mudcrab and let it hit you.
2) The shield allows me to do a "shield bash". Stunning the dragon for a short while. Do this when the dragon swings his claw at you.
3) Resist is everything. I am a Nord, so I have 50% Frost Resist. I found boots with 40% fire resist. When I fight a dragon, as soon as it breathes on me, and I know whether it is fire or frost, I pop a resist potion. (But only after it landed).
4) While the dragon flies in the air, keep healing yourself. So that when it lands, you are (close to) 100% health.
5) While meleeing the dragon when it is landed, I needed health potions. Nowadays, I don't need those anymore.
6) Use every little trick you have to do extra damage. E.g. apply a poison to your weapon.
I think the resists are the biggest factor. I once had to fight some boss that 1-shotted me repeatedly. He used shock. I went out the dungeon, and got myself 2 pieces of shock resist gear. I hadn't realized I had just found a shield in that same dungeon with 50% shock resist. And I got myself some boots with 40% shock resist. (I have to admit I used the web to find those). I went back with over the cap (85%) resist. And that boss went down like a little child. I think fire and frost resists make just as big a difference against dragons.
