The lost continent of Atmora that lies directly north of Skyrim, it would be interesting to say the least or pay a visit to the short country called High rock?
Yeah, I've thought of an expansion on Atmora. it is inhabitable though, so I'm not sure to what degree that will work.
High Rock have been made before in TES: Arena and in TES: Daggerfall. A whole province might be a bit overkill anyway.

The logical time to do it would've been for Skyrim. Maybe when they do Hammerfell they will do a flashback to the destruction of Yokuda. In like 2020 or whatever... Hope we are all still alive...
I originally thought that an Atmora expansion would be interesting, but I'm actually more interested in seeing how the other races have been affected by the Great War and the White Gold Concordat. I'd really like to know more about background of the Redguard woman you have a choice of helping, for instance. And you wouldn't have to provide access to an entire province to explore a story set in part of it.
Atmora was said to have completely frozen over and all life fled from it or died. I wouldn't expect it to be a very interesting place.
At various times, Greenland has been a lot greener or a lot more frozen. Maybe there was a climate cycle that caused it to get colder. It's been a while now, maybe it's enjoying a more habitable period?
I'm rather sure Howard already said that they wouldn't expand on other areas, but rather focus on more content within Skyrim. So from that I guess we'll hear more about the Dwemer, the Forsworn or the Great Collapse.
