Please fix this glitch because it is getting pretty frustrating. I would like to finish my missions at the Atomic Wrangler but I can't even get in!

I understand what you are saying, but in this case I think it is a glitch or a problem. I was collecting a debt for them, and they did not want anyone to get hurt but said sometimes it happens (or something like that). It was not like they were friends, they wanted the debt gone.
1) in any other circumstance, with any other faction, you can raise your reputation and they will no longer shoot to kill.
2) I was merely shunned in Freeside. It was not even the lowest of the reputation branches, and it is my understanding from my research that they are not supposed to shoot at you when you are merely shunned.
3) Finally, if the whole town hates me, why can I do business with everyone else, and everyone else responds positively to me?
I get what you are saying, but I have read this problem before from other people. I think it is a glitch because it is only the Atomic Wrangler that goes crazy and it will not change regardless of what happened or what I do for the city. Its frozen at shunned, which again, should not even be dangerous to me.
I was just hoping to learn if there was someone else like the guy in the Atomic Wrangler who could improve your standing with a town (since the atomic wrangler is now off limits to me completely for some odd reason)

Have you tried killing named NPCs with other factions? Try killing Caesar, then increasing your reputation. The Legion will still try to kill you.
