I'm down here with my little breather thing and I can't figure how or what to attach the ballasts to?

Under the wings. I had trouble too.

Look under the wings; you should see a little transparent ballast on them, and that's what you activate to place the ballasts.

Under the wings kinda close near the body of the plane. Just run your cursor all along the bottom of the wings and you should find it.
