This never happened to me pre patch 1.4 so what's the deal?

It's just random encounter. They have been around since the beginning, you've just never encountered any until now.

There are NPC for all races that you can encounter randomly.
For example, there is a NPC simply called Orc. He/she will tell you to piss off and calls you a milk-drinker.
You can choose to back away, or answer back. If you answer, they'll attack you.

The same way, there is a Khajiit that sells you Skooma. I have encountered Orc, Redguard, Argonian, Breton and Khajiit so far.

I found a Breton wearing Dwarven Armour, he attacked me on sight. Last mistake he made!

It happens. It's one of those random encounters to make your travels (either on foot or by horse) more fun instead of just fast traveling like a milk drinker.

It's happened to many times, since the release of the game. I probably had at least one of each of the races attack me at one time or another. They are just labelled a generic "Orc" or "Nord" or Khajiit" etc. And they attack for no particular reason, except apparently just wanting to fight. They seem to have pretty good equipment/loot.

Was that argonian dressed in black and red? It could be a dark brotherhood assasin.

Assassins are labeled "Assassin". If the character is just named for their race, then it's just a random punk.

I've run into khajiit, dark elves, and redguards. The khajiit will sell stuff to you, and might attack you, depending on what you say. The other two just charged me.

I found that if I didn't start the main quest, the random khajiit or argonian or thief attack occurred. After I started the main quest they turned into Db assassins or the thalamor(sp). I don't know if that is everyone's experience. Just something I noticed during my play through.

The CK has these NPCs ID'ed as adventurers.

Anyway, I fight them on a regular basis. And now the thalmor have issued a KOS order on me, and so have the imperials and stormcloaks. I made my game so fun now.

Back in the days when elemental resistance didn't work properly, I was attacked by a breton mage using frost attacks. My nord died from one hit every damn time. The NPCs named only after a race are easily some of the most powerful enemies I've ever encountered in Skyim. (except for boss type enemies)

Are the Imperial/Stormcloak KOS orders due to freeing prisoners or did you get involved in their questlines (no spoilers, please)?
