Audio/sound issue prevalent inside buildings

While I am in buildings such as the general store in Goodsprings and practically every building I have been in - I seem to be experiencing some sort of annoying repetitive short crackle or stutter within the ambient soundtrack that occurs within consistent intervals, such as 2 seconds or so of normal sound and then a very short blip of crackling, but the intervals seem to vary from building to building.

Has anyone experienced this? I am unsure as to whether this is a problem on my side or if it is a glitch embedded within the audio itself, or even maybe an actual part of the soundtrack that simply sounds like it is a stutter/crackle. It does not appear outdoors as far as I can tell.

I am using an nvidia gtx 480, asus p7p55d e-pro motherboard and USB headphones (which are counted by the computer as their own sound device separate from any soundcard)

I have also found that if I am in game and inside a building and the soundtrack is playing and I am experiencing the crackles, if I use control alt delete to go to something such as the task manager, the soundtrack music still plays but the crackle disappears, but for only the period in which I am tabbed out of the game.
