So I'm at solitude selling some armor and other goodies when I went to the The Winking Skeever and one of the guys there asked me to deliver something to Falk Firebeard, and so I accepted. Once I entered the Blue Palace I then ran up the stairs where the jarl sits on her throne. Next thing I heard is what appeared to be a woman screaming in the background. So I conjured myself my dual swords to investigate. I went down stairs and what do you FRICKEN know the former Jarl of whiterun,Balgruuf the Greater starts attacking me!

Note: I have no bounties over my head in Solitude as I clearly demonstrated by talking to one of the guards.

Notice how the guards and the other jarls aren't attacking me but only him and his assistant?

This poor soul is so butt hurt over losing his position as jarl in whiterun that he crying out to me with his attacks.

Besides, judging on the fact that *SPOILERS* The imperial questline results in the end of the rebellion, while the stormcloak one leaves it open-ended, probably means Bethesda means for the imperials to be written down as the victors.

Jarl Baulgruf is the one deserving to be high king. He understands politics better than most and still he care for his people.

He's also quite baddass. He went to High Hrothgar when he was young and helps you fighting a dragon in his backyard (while all his men flee). What's not to love about the man? He even allow a priest of Talos preaching in his town despite being aligned with the empire.

Yeah, I like his tolerant attitude. Lets Heimskr do his thing, lets Avenecci be an idiot, has a cool dark elf housecarl, a mage with a lisp.. What's not to like?
