Best ATI catalyst driver and how to prevent huge save files

Firstly, which is the best catalyst driver for skyrim now? I heard that some drivers cause skyrim to be bugged out while others helped the game a lot.
Secondly, what is a good way(s) to prevent large save files? I am using mods that spawn many monsters/people in skyrim to make skyrim more 'life'. As a result, the number of dead people and living people increased and so is my save file(s). I use WIS4 - bloodcoins which clear the dead out after 1 day, but still i notice that my save files are higher than normal. By that i mean, i m sitting on a 8mb file and i hadnt done a single faction quest, some minor quest, and only been to solitude, whiterun, windhelm and riften.

First Question: 12.1 or earlier your card is a bit older than mine I am using 12.1

My level 40 character has used this since creation around the release of 1.4 and the save file size is 9 MB if that.

i did use that mod, but i still get the large save files. Strange?

Ya I don't use Wars in Skyrim(no clue how much data that would glom onto a save file) but for a vanilla game it was doing an amazing job. Keep in mind that the size isn't a big deal(unless it is really big) what you want to watch is how much it grows as you play. Mine started at like 5 and after 40 levels it only rose 4 MB. Also not the best RP advice but for stability I advise doing the Civil War stuff after you have done everything else you want to do. I would also say best bet is to add WIS at this point and not right off the bat. I guess a good RP argument to tell yourself is that the war didn't start really spilling over until later on in the storyline.
