Best FPS Limiter ?

Could you tell me the best and popular fps limiter, the most efficient ? I don't want to spend 3 hours on google.

Try Dxtory. It's a video recorder but has the option to limit your FPS, which works even when not recording.

I used http://skyrim.nexusmods.com/downloads/file.php?id=34 before and proved useful for me.

Do not use any of these frame limiters listed above unless you're willing to accept some bugs along with them. I have used both DXtory & the frame limiter on Skyrim Nexus. They both cause issues with some timed actions, archery & magic. Archery is the most glaring bug caused. When you shoot an arrow, it might take 5 seconds to leave the bow if at all. By that time your target is no longer targeted and your cover is blown. The only solution I've found to these issues that allows me to still use a frame limiter is the built in frame limiter in the latest 290.53 NVidia beta drivers. If you are an AMD user, sorry you will have to use one of the above limiters. If you use NVidia, then do the following:

Download and install the NVidia 290.53 beta drivers and the latest version of NVidia Inspector. In NVidia Inspector, open up the profile settings, find and select the Skyrim profile, look under COMMON, and you will see Frame Rate Limiter. Set it to whatever frame rate you want and then hit apply settings. Here's a few sites that show pictures, and might be of a little more help. If you're new to NVidia Inspector, I suggest googling how to edit profiles with it. It's a lot like the NVidia Control panel in that you have a global profile and then profiles for all your apps/games.

I've used Dxtory since 11/11/11 and I've not encountered a single issue in 100+ hours of gameplay.

I'm not so sure that those frame limiters are the cause of that. I have had that happen a couple times, may have even been one of those time I had the limiter removed. But I've been using the nexus limiter at 45 without issue for dozens and dozens of hours at least. And I use my bow constantly.

What does a FPS limiter do? I tryed to look it up on google but, I couldnt find a clear explination. All I found was forum bickering. How is it different than V-sync? Would it do anything useful for a high end system?

Usually, Vsync caps your FPS equal to your monitor's set refresh rate while the limiters allow for greater control in setting it to anything you want.

What does a FPS limiter do? I tryed to look it up on google but, I couldnt find a clear explination. All I found was forum bickering. How is it different than V-sync? Would it do anything useful for a high end system?

It caps the max frames drawn per seconds, say your frame rate is jumping between 30 and 60, then it makes sense to just cap it at 30 so you don't noticed the speed up and slow downs all the time. vsync causes the gpu to wait for the monitor to finish displaying the frame before updating the next frame, which stops the tearing effect.

I use the limiter included in ENB (version 0.102). See here http://skyrim.nexusmods.com/downloads/file.php?id=2971 or here http://enbdev.com/download_en.htm. I limit the FPS to 40 just to keep it smooth in almost all the places.
