Best way to get the most magic bang for your buck?

I am trying to cast master level spells in all(or most) of the schools of magic. I am trying to think of the best way to do this, as obviously it's impossible to have enough reduce cost gear. Is it advisable to take the perks that reduce the cost, or how should I go about this?

I currently have gear that makes my conjuration and destruction cost 0, and illusion cost very low.

It's not something I've done, but I'm pretty sure it's possible to double Enchant a couple of sets of gear that you can switch out, and they'll reduce your cost to close to nothing.

This. Alternatively, if you don't mind using exploits, you can do the Fortify Restoration glitch to craft Potions of Fortify Enchanting by 379% to reduce the cost of any school of magic by exactly 100% when you use a Greater Soul gem.
