Best way to level melee

1) Get all 3 ranks in Elemental Fury Shout
2) Optional: use Fortify Restoration glitch + Amulet of Talos to make your shout cooldown non-existant
3) Get Shadowmere and put him in the small stable at Fort Snowhawk so he can't run away while you hit him
4) Cast Elemental Fury and hit Shadowmere with an axe (one-handed) or hammer (2-handed) over and over

I was gaining 1 level of 1-handed every 1:06 with this method (one minute, six seconds).

Sweet!

Use a dagger in your left and a mace in your right. The left hand determines the speed of both weapons and this is the setup that will best deal damage.

Sometimes people want to roleplay and not take all the time to get it up legitimately.

Roleplaying and suggesting boosting by hitting your own invincible horse while cornered in a horse stall..... OK.... Let’s go with that....

What's the hurry? Weapons skill up fast enough through regular melee combat. I think those bandits and the Thalmor are more deserving of being attacked by melee weapons than your poor, defenseless horse.

Ralof also works really good for it in the beginning of the game, considering he's Essential and regenerates health fast as hell. Just set it up to Master Difficulty, take a pair of Daggers or Swords (1H) or Greatsword (2H) that you find in the intro, and beat on him for all the skill ups you like.
I got my Dunmer Nightblade up to 100 Sneak/60 1H by backstabbing the hell out of Ralof in the beginning. Then she started getting her ass kicked by Frost Trolls because her Light Armor skill was crap, lol. I did one shot a Giant though with a Dual Wield Power Sneak Attack from stealth with 2 Iron Daggers though within the first 5 minutes of exiting Helgen, lol.

If you're going to derp around and just boost all day, you might as well go for the Oghma Infinium. More fun for the vast majority of us, I think, to just play the game and allow for natural progression.
