tbf, I think the game scales fairly well on low-end pcs compared to other games... at least on my PC, which is made of various components around 4-5 years old.
I only have a Dual E2200 2.2ghz OC'd to 2.4, 4GB 800mhz DDR2 RAM, Nvidia 8800GT 512mb factory OC'd, and I get steady 50-60fps in the wilderness and always above 30fps in towns (that I've visited so far, anyways). I run TESVAL and use custom low to medium settings, which looks better than Fallout New Vegas did on my PS3. Oh yeah, I've also turned the shadows completely off, as they were the killer for me. Personally, I'd rather have no shadows and good framerate than really bad looking shadows and low/jerky framerates.
It's all down to personal preference though, and I'm definitely not a graphics w h o r e, but I think it looks and plays really well considering the age of my hardware. Can't say the same for Battlefield 3 (which barely runs) though. Of course, if I had the money to build a new PC with uber specs, I would, but it just ain't an option. Surely the OP's GT250 is better than my gfx card?
