I have seen 2 seperate threads in the 'Skyrim Mods' subforum (one of them mine, the other not), both asking about how to make a new skill (specifically for cooking in each case). The answers I have been getting are disturbing to say the least. I am getting the impression most people think we will never be able to make new skills or perks, and that this is intended by Bethesda. I'm not sure how this could be though, seeing as how both are core componets of the game, it greatly puzzles me as to why this would be. I have heard some say it's a bug, but that's not something I find believeable since the developers managed to use (their version of) the Creation Kit to implement 18 different skills into the game just fine. I have also heard new skills were not possible in either Morrowind or Oblivion.

Bethesda, please clarify your position on this, and if it is a bug, please prioritize fixing it. I have seen at least 30 different people (in just a couple days of searching) in dissappointment over not being able to create new skills and new perk trees for those skills.

If it is simply something we are not properly understanding how to do, please give us a tutorial.

P.S. If it is your position that we never be allowed to make new skills or perk trees, please release an editable esm or esp file with some extra blank skills that we can then modify and thereby obtain the desired result in our games.

Skills were hard-coded in Morrowind, Oblivion and Fallout. Adding new actor values in Skyrim is broken. I've tried to add new ones forcibly many times but it simply crashes on launch. If you load up the CK, and go straight to the Actor Values window, you'll notice they're all there listed already, which points to skills being hard-coded again. If that's the case, that means real new skills will be impossible.
