I don't think putting harsh limits is a good thing, unless they really make sense. I don't see why the Companions wouldn't allow a College mage in their ranks. But in Morrowind, it's logical that you can join only one of the three Great Houses.
I just have my own restrictions, based on how I view my character. I made a warrior/mage combo character on my first playthrough who did the Companions and the College quests, but he wasn't a stealthy character at all so I avoided the Thieves Guild and the Dark Brotherhood.
So after 100 hours on that character I still have 2 factions to look forward to on my new sneaky character, who will avoid the Companions and the College.
ButI do agree with the idea of skill requirements for joining and promotion, it just shouldn't be too strict.
