is anyone else having trouble getting this quest to initiate ive been in and out of the city more times than i can count and it never starts?

Go to the graveyard in the city (near Hall of the Dead) at night. You'll find a crime scene and initiate the quest.

i know that part she just isnt showing up dead there mostly just want the house but cant get it without doing that quest

I started the quest, talked to the witnesses, talked to the guy in Ulfric's castle, talked to the guard at the crime scene, and then to the mortician. But I can't seem to "check out the crime scene" or get actual advice from the dude in the castle.

Exactly my issue as well, sounds like a bug...
Quest markers are there but you can't check the crime scene and the NPC doesn't have any options when you talk to him.

To check the crime scene you must follow the blood patterns, not the coffin. It leads to a house called hjerim or something.

no im saying it wont even start ive gone too and from the city both on foot and fast traveling dozens of times is there a hidden trigger to get it too start?

Did you find the amulet?

Have you even been in the house yet?

I'm still having trouble triggering the quest, I've entered and re-entered Windhelm and gone to the cemetary over 30 times now, most of those attemps being at different times of the night. Am I doing something wrong or forgetting something?

I have the same problem, discovered everything in the house, amulet, notes, and the 2 journals. but now when i talk to any guard or jorleif he just says talk to viola giordana but she is nowhere to find what the hell am i doeing wrong?

Just completed this quest, it appears you are all stuck in slightly different places so i will help in sentances (ignore ones you have passed).

In order to trigger you have to go in/out 4 times, generally chat about whats going on with guards and in the palace and at night a crime scene will be in the graveyard.

Talk to the witnesses

Follow the blood trail to find a house.

Get the key to the house from the late girls mother/lock pick it.

search the house to get a couple of butcher books and an amulet.

show this to the bloke at the curiosity shop/talk to guards/at the palace/viola about it

Go to palace, get perpertraitor arrested.

This is actaully getting quite dreadful now, can't buy my house in windhelm untill i complete this quest, but it won't even trigger *sigh*

Huh, I only showed it to Jorleif and the curiosity shop guy then sold it to him. I guess I shouldn't have sold it?

Makes no difference, as long as you show it to enough to trigger the next phase, once its triggered go ahead and sell no problem.

The problem is it didin't trigger the next phase. Now all the quest does is point me to Jorleif who doesn't say anything else about the quest anymore.

To get past the 'investigate the crime scene' bit - be sure you talk to that guard that is at the scene after examining everything else. She points you towards the blood trail that you follow to the empty house.

Also, It sounds like a lot of people here fingered the Destruction mage as the butcher...

Ok, what I was missing to get the quest going was the butcher fliers and I missed a secret room in the house with the second journal in it. Thinking about it now, I don't think I needed to talk to the woman about the butcher and only needed that second journal.
