How the heck could I know fending off that attack from that random cultist would mean I have yet another quest I can't fail/complete in a 'good guy' sense?
I know that I can just leave it all be, not do the quests I don't want to, but it's pretty annoying that I don't have the choice to get rid of them in a proper manner. Just like I can't tell Jaree in Solitude to get lost and I can't tell the guards about his plan.
Is this oversight or do the story writers WANT me to do these quests?
