Boethiah shrine quest : V

So I took my character to the Shrine of Boethiah and everybody there was already dead. Many of the corpses were burned. I had never been there previously. Is there something that you do in the game world that causes this to happen?

You probably can't start the quest yet

Hmmm, could be a dragon attack. Just guessing since you said they were burned.

If you have not been attacked by the worshiper and/or read the book. Then that is all you will find when you get there.
That quest is not started until you are at, or around, level 25

I thought that people showed up at level 30, allowing you to start the quest. That is how I did it on my last character. Stumbled upon it and the quest just started.
