Alright turns out I have to goto Boulder City(I am there), and theres a destination for " Boulder City Battle" or something like that and I follow it in the Boulder City Ruins and it goes into a wall...or scrap yard.
I put on my NCR suit and killed the Great Khans. Which I made friends with NCR more.

Another thing the NCR won't talk to me nor would the Great Khans(Tested before I killed them) which I need to talk to one of the groups to find out who "Tried" to kill me.
