I've created an alchemist character for which I plan to roleplay as a newcomer to Skyrim trying to build a strong business sellIng his potions. The question I need answered is which city/town with an inn has the best selection of ingredients surrounding it. I'm looking for a place my character can find a large amount of ingredients and then venture back to town early and mix/sell potions. Is there any place that stands out?
Also, I'd just like to throw out there that it's a shame you need to complete a DB quest to marry a certain alchemist because she would be the perfect spouse for my Breton.

I'd say the swamp north of Morthal has the most useful ingredients, and perhaps the Reach, but you could always spam resist frost potions, and sell them for a [censored]load of septims.
I think all ingredients are just randomly generated. But I'd recommend checking UESP for NPC info if you want to know more in detail, they pretty much have all the info you need.
Another good marriage option for an Alchemist would be Avrusa Sarethi, if you don’t mind Dunmer. For ingredients, I would also say Morthal.
Edit: First I'd look into which potions sell for most, then find out where the ingredients grow. f.ex. Paralysis potions are expensive, and the necessary ingredients grow around Morthal.
